Once I see your project I will send an estimate OR the refinished photo back to you. Otherwise, I will work on it to restore the original content as best as I can and return back an almost-complete sample.  Your cost will be -10 (or zero) unless I'd spent some hours working on it. In that case, we can agree to a payment and I will return a completed image in TIFF and/or JPG formats plus any other format you may require that I am also capable of sending.  You have nothing to lose.  Again, I like to keep busy.
("Returns accepted" and "shipping" info doesn't really apply with this, but certainly it's a case that guarantees that you must be satisfied in some way at the end.)
